Invitation for bid (IFB)
Also called: IFB, Invitation to bid (ITB), Sealed bidding

What is Invitation for bid (IFB)?
An invitation for bid (IFB) is the solicitation used in sealed bidding. Bidders submit firm prices by a set time, the bids are opened publicly, and the award goes to the responsible bidder whose bid conforms to the invitation and is most advantageous on price and price-related factors. There are no discussions.
How sealed bidding works
Sealed bidding is governed by FAR Part 14. The agency issues an IFB with clear specifications, bidders submit sealed bids, and the bids are opened in public at the stated time. Award is made on price and price-related factors to a responsible bidder whose bid is responsive, meaning it meets every material term of the invitation (FAR 14.101).
Because there are no discussions and no technical tradeoffs, an IFB suits requirements that can be specified precisely, such as many construction projects and standard supplies.
Common mistakes
A bid that changes the terms, omits a required form or bid guarantee, misses an amendment acknowledgment or arrives late is usually rejected as nonresponsive or late, whatever its price. Read the bid schedule and every instruction before pricing.
State and local equivalent
States, counties and cities use the same method, often called an invitation to bid (ITB) or a request for bids, and it is common for construction and commodity purchases under the low-bid rules of state procurement codes.
Because there is no chance to fix a bid after opening, the review before submission matters more than usual. Check every price against the bid schedule, confirm the bid guarantee and any required certifications, and make sure each amendment is acknowledged in the way the invitation asks.
Invitation for bid (IFB) in ProposalWorkspace
ProposalWorkspace tags state and local bids by notice type, including IFB and ITB, so a team can filter for sealed bids, and the submission checklist generated from the solicitation lists the forms, formatting and delivery details that make a bid responsive.
Invitation for bid (IFB): questions and answers
What is the difference between an IFB and an RFP?
An IFB is used in sealed bidding: award goes on price to a responsive, responsible bidder, without discussions. An RFP is used in negotiated procurement and can weigh technical merit and past performance as well as price.
What does responsive mean in sealed bidding?
A responsive bid complies in all material respects with the invitation. A nonresponsive bid is rejected even if its price is lowest.
