RFQ 26-112 On-Call Professional Services

The City of Brookhaven Public Works Department is requesting proposals to provide On-Call Professional Engineering Services related to Stormwater and Drainage Design; Minor Roadway and Connectivity Design; Engineering Analysis, Design, and Rehabilitation Plans for Off-system Bridges, Guardrails, etc.; Value Engineering Study Services; Easement and Right-of-Way Acquisition Services; Survey and Subsurface Utility Engineering Services; and Geotechnical, Environmental, and Construction Material Testing Services.

The City intends to issue multiple contracts for each professional services category.

The Contract will be to provide services to the City in accordance with the Contract Documents. All work will be performed under approved Task Orders. Each Task Order shall provide the specific Scope of Work and Fees.

It shall be the sole responsibility of the Service Provider to provide for all tools, parts, and equipment necessary to perform work under this Contract.

Any work required beyond that which is specified herein shall be reported in advance to the City. At no time shall work beyond the scope be performed without prior written authorization from the City.

**Submission method:** Submittals shall only be accepted online through the Bonfire Portal at: https://brookhavenga.bonfirehub.com/projectDrafts/259822/details. Any submittal in any other format (email, paper, fax, mail, etc.) will not be accepted.

**Qualifications package due:** Wednesday, November 25, 2026, at 4:00 p.m. EDT.

All questions or requests for clarification must be sent via Bonfire under Message - Opportunity Q&A. Questions and clarifications will be answered in the form of an addendum.

The initial terms of this Contract shall be through December 31, 2027. This Contract may be renewed for four (4) additional twelve-month term, upon the same terms and conditions, as provided for in this Contract.

Insurance required:

• Commercial general liability insurance with coverage of not less than **$1,000,000.00** combined single limit per occurrence
• Automobile liability insurance with policy limits of not less than **$1,000,000.00** combined single limit per accident or occurrence
• Professional Liability insurance of at least **$1,000,000.00** per claim
• Workers' compensation insurance and employer's liability insurance, with employer's liability limits not less than $100,000 for "each employee"

This SOQ shall be valid and held open for a period of ninety (90) days from opening date.
