What the bid is for

The City of Midland (the City) is soliciting competitive proposals from qualified firms to provide complete turnkey arsenic pretreatment services for groundwater produced from the City-owned T-Bar Wellfield. The primary and controlling purpose of this procurement is to achieve reliable and consistent reduction of naturally occurring arsenic before groundwater sourced from the TBar Wellfield enters the City's transmission system and downstream disinfection facilities.

The Contractor shall provide all professional services, permitting support, equipment, structures, piping, electrical power delivery, controls, instrumentation, communications, labor, treatment media and chemicals, testing, operation, maintenance, residual management, reporting, site restoration, and other lifecycle services necessary to provide an uninterrupted treatment service and fulfill the requirements of this RFP and the final Agreement. The Contractor shall own, operate, and maintain the system throughout the contract term unless the final agreement expressly provides otherwise.

Scope

The Contractor shall provide a complete turnkey treatment and shall furnish every item reasonably necessary to receive raw groundwater, treat it for arsenic, consistently meet the applicable contractual performance and treated water quality requirements, deliver the accepted treated water to the City at the designated connection, and manage all resulting residuals. The scope includes items not expressly listed when they are necessary for a safe, permitted, compliant, reliable, and complete system.

The proposed system shall be designed for a treated-water arsenic target of 0.005 mg/L or lower and shall contractually guarantee accepted treated water at or below 0.008 mg/L. Water with arsenic at or above 0.010 mg/L shall not be delivered as accepted treated water.

The proposal shall describe the disposition of the treatment facility at the end of the initial term and each extension. The proposer shall provide optional buyout values at the end of years 10, 15, and 20.
