FAR overhaul

Also called: Revolutionary FAR Overhaul, RFO, FAR rewrite

What is FAR overhaul?

The FAR overhaul is the effort that began in 2025 to rewrite the Federal Acquisition Regulation in plainer, shorter language, removing rules not required by statute. Rewritten parts are issued as model text that agencies adopt through class deviations, with formal rulemaking to follow, so section numbers in solicitations may follow the old or the new FAR.

What the overhaul is doing

Following a 2025 executive order on federal procurement, the FAR Council began rewriting the FAR part by part. Each rewritten part is published on acquisition.gov with a guide, and agencies put it into effect through class deviations while the formal rule changes work their way through. Many sections are shortened, moved or renumbered, and guidance that is not regulatory moves to companion buying guides.

For proposal teams, the visible effect is in citations. For example, the uniform contract format rules long cited as FAR 15.204-1 appear at 15.109 in the overhaul text of Part 15, and the Section L and M content requirements moved with them.

How to work during the transition

Follow the solicitation. The clauses and instructions in the RFP you are answering are the ones that bind that competition, whichever numbering they use. When an RFP cites a section you cannot find, check whether the agency has adopted the overhauled part and look up the new location in the published guide.

Watch for changed thresholds, removed clauses and new instructions in amendments, and read the current text on acquisition.gov rather than relying on older articles. Agency supplements such as the DFARS are being updated on their own schedules.

FAR overhaul in ProposalWorkspace

ProposalWorkspace reads the solicitation you are answering, with a page citation on every requirement, so the outline and compliance matrix follow that RFP's own instructions whichever FAR numbering it uses.

FAR overhaul: questions and answers

Does the FAR overhaul change the RFP I am answering now?

Only through the solicitation itself. The instructions and clauses in the RFP govern that competition. Read each amendment, since agencies may update clauses as they adopt rewritten parts.

Where do I find the new FAR text?

On acquisition.gov, in the FAR overhaul section, which publishes each rewritten part with a guide. Check your agency's class deviations to see which parts it has adopted.
