RFP shred
Also called: Shredding an RFP, Requirements shred
Updated
What is RFP shred?
An RFP shred is the process of breaking a solicitation into individual requirements, one obligation per line, each tagged with its source section and page. The shred feeds the compliance matrix, the proposal outline and the questions for the contracting officer, and it is usually the first task after an RFP is released.
What a shred covers
A thorough shred reads the whole solicitation, not only Section L and Section M. Requirements also hide in Section C and the work statement, in Sections F, G and H, in clauses, attachments and in each amendment. Each sentence with "shall," "must," "will" or "should" is a candidate line.
The word matters. "Shall" and "must" are binding; "should" signals a preference that is usually scored; "may" is optional. Splitting a sentence that holds two obligations into two lines prevents one of them from being missed.
What the shred produces
The output is the compliance matrix and the skeleton of the annotated outline. Along the way the team notes ambiguities and conflicts between sections, which become questions for the questions and answers period.
Common mistakes
Paraphrasing instead of quoting, skipping attachments, missing page limits and formatting rules, and shredding once but not again after amendments. Keep the solicitation's own words and its page reference on every line so anyone can check it.
A practical tip: keep a column for the requirement type. Separating instructions (how to write), evaluation criteria (how it is scored), work requirements (what you will do after award) and administrative items (forms, certifications, delivery) lets each group go to the right owner, and it makes the hand-off to the outline and the submission checklist much faster.
RFP shred in ProposalWorkspace
ProposalWorkspace extracts verbatim shall and must requirements with their source section and page, classifies them as mandatory, conditional or preferred, and highlights requirement words by type, then builds the compliance matrix from Sections L, M and C.
RFP shred: questions and answers
How long does an RFP shred take?
It depends on the solicitation's length and how many attachments it has. A short RFQ may take an hour by hand; a large RFP with many attachments can take days, which is why teams automate the first pass and then review it.
What words should I look for in an RFP shred?
"Shall" and "must" mark binding requirements, "should" marks a preference that is often scored, "will" can mark a government action or a commitment, and "may" marks an option.
