What is Annotated outline?
An annotated outline is the heading structure of a proposal, built from the solicitation, with notes under each heading: the Section L instruction it answers, the Section M factor it is scored against, the work from Section C it must cover, the page limit and guidance for the writer. It is the plan writers follow.
How an annotated outline is built
The volumes and headings come from Section L, in its order and using its words. Under each heading go the matching Section M factor, the Section C tasks, the page allocation, and notes on win themes, proof points and graphics. Placeholders mark the resumes, letters and forms the solicitation requires.
Many teams lock the outline before writing starts, so writers fill in agreed sections instead of reorganizing as they go.
Why it matters
A compliant structure lets evaluators find each answer where they expect it, and it keeps several writers from overlapping or leaving gaps. The outline is also what the Pink Team reviews, and it pairs with the compliance matrix: every requirement row should point to a heading.
Common mistakes
Outlines go wrong when they follow the company's standard template instead of the solicitation, when page limits are not allocated by section, and when an amendment changes the instructions but the outline is not updated. For state and local bids, follow that RFP's own instructions; there is no one state format.
The outline also sets the page budget. Divide the volume's page limit across the headings according to how much each factor weighs in Section M, leave room for graphics and tables, and record the budget beside each heading so writers know their target before they start.
Annotated outline in ProposalWorkspace
ProposalWorkspace generates the full annotated outline from Section L, M and the SOW, with writer guidance, page limits where the RFP states them and placeholders for resumes, letters and reps and certs, and the outline can be locked once the team agrees.
Annotated outline: questions and answers
What goes under each heading of an annotated outline?
The Section L instruction, the Section M factor, the Section C work it must cover, the page allocation and short guidance for the writer, such as the win theme and proof to use.
Who reviews the annotated outline?
Usually the Pink Team, or the proposal manager and capture lead, before most writing starts. Fixing structure at the outline stage costs far less than after drafting.
