Task order

Also called: Delivery order, TORP, Task order request

What is Task order?

A task order is an order for services placed against an existing contract, usually an IDIQ or GWAC; an order for supplies is called a delivery order. On multiple-award contracts, holders compete for each order under fair opportunity rules, often with shorter deadlines and smaller proposals than the original contract competition.

How task orders are awarded

FAR 16.501-1 defines task and delivery orders, and FAR 16.505 sets the ordering rules. On a multiple-award IDIQ, each holder must be given a fair opportunity to be considered for orders above the micro-purchase threshold unless an exception applies, and larger orders require more formal procedures, including a notice of the evaluation factors.

The request may be called a task order request, request for task order proposal or similar. It is sent only to contract holders, usually through the vehicle's own portal rather than a public posting on SAM.gov.

Winning task orders

Task order responses are short and fast, so preparation wins: reusable past performance write-ups, resumes for likely key personnel and a quick way to build a compliance matrix from each request.

Common mistakes: treating an order as a formality when it is a real competition, ignoring the order's own evaluation criteria in favor of the base contract's, and failing to ask for a debriefing when the order is large enough to allow one.

A practical routine helps: as soon as a request arrives, confirm the due date and the questions deadline, build a compliance matrix from the request's own instructions and evaluation criteria, assign sections the same day, and reuse approved content only where it truly fits the order's scope. Short deadlines leave little room for reviews, so schedule at least one quick review against the evaluation criteria before submission. After each order, save what worked so the next response starts from better material.

Task order in ProposalWorkspace

ProposalWorkspace builds the compliance matrix and outline from the task order request you upload, drafts from your Company Library and past performance, and records the vehicle and task order on each past performance reference for reuse.

Task order: questions and answers

What is the difference between a task order and a delivery order?

A task order buys services; a delivery order buys supplies. Both are placed against an existing indefinite-delivery contract.

Can I protest a task order award?

Protests of task orders are restricted by statute and depend on the order value and the agency. Check the current rules in FAR 16.505(a) before relying on a protest.
