LED TRAFFIC MODULES

The City of Long Beach (City), Public Works Department (Public Works) is seeking bids from qualified Contractors to furnish and deliver Light-Emitting Diode (LED) traffic modules on an as-needed basis as directed by the City's representative within the Public Service Bureau, Traffic Operations Division.

The Traffic Operations Division (Traffic team) operates and maintains 649 traffic signals throughout the City.

The Contractor shall furnish and deliver LED traffic modules on an as-needed basis, as directed by the City's representative. Within 60 days after the contract is awarded to the Contractor, and before any orders are initiated, the City Representative shall schedule a new contract kickoff with the Contractor to discuss contract deliverables.

Stock, Delivery and Shipping Requirements

• The Contractor shall maintain sufficient inventory for timely deliveries for "emergency" and "fill-in orders," as needed by the City. "Scheduled order" shipments may be established by the City's Traffic Operations Division at the beginning of the Contract Period. These "scheduled order" shipments may be altered at any time during the Contract Period.
• Deliveries shall be made within 30 days after receipt of the electronic order placed by the City.
• All deliveries shall be made free on board (FOB) to the destination specified by the City as the FOB address.
• FOB address: City of Long Beach, Public Works Department, Public Service Bureau, Traffic Operations Division at 2400 E. Springs Street, Building 560 B, Long Beach, CA 90806.
• Orders shall be delivered between the hours of 7:30AM PST and 3:30PM PST, Monday through Friday.
• Shipping Instructions: Prices quoted shall include all delivery and unloading charges to the City.
• Inspection: All items shall be subject to the inspection of the City, and unsuitable items may be rejected. Defective items shall be made good by the Contractor in a manner satisfactory to the City.
• Back ordered stock parts must be delivered within thirty (30) working days after date of receipt of initial order unless other arrangements are made.
• Warranty: Manufacturer's standard warranty.

All LED modules shall comply with the most recent ITE VTCSH specifications. Countdown Pedestrian modules and programmed visibility modules shall be included as directed. All traffic signal LED modules shall meet or exceed California Energy Commission standards.

**Bids due 11:00 AM PST November 24, 2026**, submitted electronically via https://longbeachbuys.buyspeed.com/bso/. Late bids, or bids submitted through other channels will not be accepted.

Bids are awarded to the lowest responsible and responsive bidder meeting the City's specifications. Awards may be awarded to multiple contractors.

This contract will be for a period of two (2) years with the option to renew for three (3) additional one-year periods. The total contract term will not exceed five (5) years.

The City will remit payment within 30 calendar days of being billed.
