Wingohocking St. to 250' North of Unity St., Unity Street from Adams Ave. to Frankford Ave. (S.R. 2007), Oakland Street from Unity St. to Orthodox St., Penn Street from Unity St. to Sellers St., and Griscom Street from Sellers St. to Orthodox St. for the City of Philadelphia Water Department (Work No. W-20627-D).

• Excavation for Water Mains: 2,420 cubic yds
• Fire hydrants with center compression locks: 12 each
• Gate valves (4, 6, 8 and 12 inch): 7, 19, 22 and 12 each
• Water service connections from water main to curb stop: 136 total
• Maintenance and protection of traffic during water work: lump sum
• Electrolysis Corrosion Control: lump sum
• Project schedule and notification letters at a fixed price of $10,000.00

The work is to be completed within (260) CALENDAR days from the date of the Notice to Proceed from the Chief Engineer to commence the work.

Submission

Quotes are to be submitted before ten thirty a.m. EST on WWW.PHLCONTRACTS.PHILA.GOV on **Tuesday, November 10, 2026**. An opening of Quotes received will be held through Zoom.

No quote will be accepted unless the pre-qualification questionnaire, with all questions fully answered, is submitted within the prequalification solicitation on WWW.PHLCONTRACTS.PHILA.GOV, on or before **Thursday, October 22, 2026**.

Required with quote

• Bid Bond for TEN PERCENT (10%) of the GROSS AMOUNT OF THE BID, scanned and attached, with the original mailed to the Procurement Department, postmarked on or before the bid opening date
• Executed *Consent and Authorization Agreement*
• *LBE Determination Form* (for LBE preference)
• *Performance of Work by Contractor*: at least twenty percent (20%) of the original total contract price performed on the site with own work force
• Bid Processing Fee of **$500**, paid electronically by the end of the day prior to the Bid Opening
• Acknowledgment of Amendments in PHLContracts

Exceptions are not allowed on Public Works contracts.

**Amendment 1** (October 28, 2026) replaces the Prevailing Wage Rate Schedule effective 07/28/2026 with the Schedule effective 10/21/2026.
