Contract line item number (CLIN)
Also called: CLIN, Line item, SLIN (subline item)
Updated
What is Contract line item number (CLIN)?
A contract line item number (CLIN) is a numbered line in the contract schedule for one deliverable or service with its own price, quantity and period. The solicitation sets the CLIN structure, and offerors price exactly those lines, so the government can compare offers and pay invoices line by line.
How CLINs are structured
CLINs live in Section B of a solicitation in the uniform contract format, the supplies or services and prices section. FAR subpart 4.10 sets the rules: each line item is a separately identifiable item with its own unit of measure, quantity, unit price and amount, numbered with four digits (0001, 0002 and so on). Sublines (SLINs) split a CLIN further and add two characters, as in 0001AA.
Many solicitations number CLINs by period, so the base year uses the 0001 series and each of the option years has its own series (1001, 2001 ...). Labor, travel, materials and other direct costs often sit on separate CLINs with different contract types: a firm-fixed-price labor CLIN beside a cost-reimbursable travel CLIN is common.
Why the CLIN structure matters to the proposal
Price exactly the CLINs the solicitation lists, in its order and units. A price that adds lines, merges lines or leaves one blank is hard to evaluate and can be found nonresponsive or unacceptable. The cost volume narrative should explain how each CLIN was built, and the technical volume should describe work that matches what the CLINs buy.
Read every amendment for CLIN changes: a new optional CLIN, a changed quantity or a split line changes the price sheet, and the price sheet is where small errors cost the most.
Contract line item number (CLIN) in ProposalWorkspace
ProposalWorkspace reads the whole solicitation with page citations, including Section B, and pulls the contract type, vehicle and value into the proposal record. The outline places the price or cost volume where Section L asks for it.
Contract line item number (CLIN): questions and answers
What is the difference between a CLIN and a SLIN?
A CLIN is a priced line item in the contract schedule. A SLIN (subline item) divides a CLIN into parts, for example by location or deliverable, and is numbered with the CLIN plus two characters, such as 0001AA.
Can I add my own CLINs to a price proposal?
No. Price the CLINs the solicitation defines. If the structure does not fit how the work is done, ask the contracting officer during the questions period instead of changing it in your offer.
