What is Color team reviews?
Color team reviews are a series of structured reviews of a government proposal, each named for a color and held at a set stage: Blue for strategy, Pink for structure and early content, Red for scoring the full draft as an evaluator would, and Gold for executive approval before submission. They are industry practice, not a FAR requirement.
The usual sequence
A Blue Team checks the win strategy before or as the RFP lands. A Pink Team reviews the outline, storyboards or early draft for structure and coverage. A Red Team reads a complete draft against Section M and scores it the way the evaluators will. A Gold Team gives the final executive sign-off. Some companies add a Green Team for price and a White Team for production.
The names and timing vary between companies, so agree on what each review checks before the first one is scheduled.
What makes a review useful
Reviewers should be people who did not write the section, they should get the solicitation, the compliance matrix and clear scoring instructions in advance, and their comments should be specific and fixable. The reviews go on the proposal schedule early, with enough time after each one to act on the comments.
Common mistakes
Reviews fail when the draft is not ready, when reviewers comment on style instead of scoring, when the schedule leaves no time to fix findings, and when no one checks that every comment was resolved.
Write down the purpose of each review before the bid starts: what material reviewers will see, what they are asked to judge and what output is expected. A short charter per review keeps reviewers focused and keeps the schedule honest when the deadline is near.
Color team reviews in ProposalWorkspace
In ProposalWorkspace, Pink, Red, Gold and final reviews go on the proposal deadlines as review milestones with a reminder email before each one. Reviewers use tracked changes and margin comments, and the AI can score a drafted section against its compliance row from 0 to 100 with Pass, Warning or Fail.
Color team reviews: questions and answers
What are the colors in color team reviews?
Most commonly Blue (strategy), Pink (structure and early draft), Red (scoring the full draft), Gold (final executive review), and sometimes Green (price) and White (production). Companies define them slightly differently.
Are color team reviews required by the government?
No. They are an industry practice for improving proposal quality. The government evaluates only what you submit.
Who should sit on a color team?
People who did not write the section: capture and business development leads, subject matter experts and, for Red Team, reviewers who can read like an evaluator.
