GSA Multiple Award Schedule
Also called: GSA Schedule, MAS, Federal Supply Schedule

What is GSA Multiple Award Schedule?
The GSA Multiple Award Schedule (MAS) is a set of long-term, government-wide contracts that GSA awards to many companies for commercial products and services at pre-negotiated ceiling prices. Agencies then place orders against those contracts under FAR subpart 8.4, often by issuing an RFQ to schedule holders.
How the schedule works
GSA consolidated its many schedules into one Multiple Award Schedule in 2019, organized by large categories and special item numbers (SINs). A company proposes to GSA with its commercial pricing and qualifications; after award it holds a schedule contract, typically with a base period and options that can run for many years, and must keep its catalog and prices current.
Holding a schedule wins no work by itself. Agencies order under FAR 8.405, often by sending an RFQ through GSA eBuy to holders of the relevant SINs, sometimes as a set-aside, or by setting up a BPA against schedule contracts for repeat needs.
Competing for schedule orders
Schedule RFQs are often short and fast, with tight page limits and a price quote based on your awarded rates (you may discount, never exceed them). The same disciplines apply as for any bid: answer every requirement, follow the format, and show relevant past performance.
Your awarded labor rates are public through GSA's CALC+ tool, so competitors and contracting officers can compare them. Price new schedule offers knowing they will be seen.

ProposalWorkspace company profiles record your contract vehicles, and the Labor Categories tab shows public GSA CALC+ ceiling rates for each position as a reference, matched on title, education and experience.
GSA Multiple Award Schedule: questions and answers
Do I need a GSA Schedule to sell to the government?
No. Many contracts are competed openly on SAM.gov. A schedule makes it easier for agencies to buy from you, especially for smaller and repeat purchases, and some orders are open only to schedule holders.
What is GSA eBuy?
GSA's system where agencies post RFQs and RFIs to schedule holders in the relevant categories. Many schedule orders are competed there, not on SAM.gov.
