The Phase 2 worksheet, the Phase 3 scorecard, and the Knowledge File that remembers your answers.
The Worksheet (Phase 2)
Analyze RFP reads the solicitation and lists the facts that decide a bid, grouped as Eligibility Gates, Scope and Capability Fit, Competition and Win Position, Contract Value and Financial, Risk and Terms, and Bid Effort and Logistics. Each factor quotes the solicitation, says why it matters and cites the page.
You mark each factor Favorable, Concern, Showstopper or N/A. A Requirements Signal banner reads STRONG, MIXED or WEAK from your marks. It never decides the bid - that happens in Phase 3.
The Scorecard (Phase 3)
The Bid / No-Bid Decision scores Win Probability, Strategic Fit, Capability & Resources, Financial and Risk from 1 to 10, each with a weight. The result recommends:

| 70 and above | GO |
| 50 to 69 | CONDITIONAL |
| Below 50 | NO-GO |
| Any Showstopper in the worksheet | NO-GO, whatever the score |
A person then records the decision - BID or NO-BID - with a rationale. The recorded decision is kept separate from the computed recommendation.
The Knowledge File
Save a finished worksheet to your company's Bid/No-Bid Knowledge File. You review every factor before it is saved - add, reuse, merge or replace. On the next pursuit the AI pre-fills the worksheet from it, only where nobody has assessed a factor yet, and shows which past proposal each answer came from.
